Florida law requires milestone structural inspections for qualifying condominium and cooperative buildings three stories or more in height, generally beginning at 30 years of age and every 10 years thereafter. Local enforcement agencies may require the initial milestone inspection at 25 years based on local circumstances, including environmental conditions and proximity to salt water. Miami-Dade County also maintains building recertification requirements that may apply based on a building’s age, location, occupancy, and classification.
M&P Consulting Engineers, PLLC performs Phase One milestone inspections to evaluate the general structural condition of a building and identify signs of substantial structural deterioration. When Phase Two is required, we provide or coordinate the additional investigation and testing necessary to further evaluate areas of structural concern. Upon completion, we provide a signed and sealed structural inspection report documenting the observed structural conditions, findings and conclusions, and any required or recommended repairs. Our reports provide condominium and cooperative boards with technically sound information to support repair planning, budgeting, maintenance, and long-term building management.

Phase One Milestone Inspection
Visual examination of the building’s habitable and non-habitable areas, including the major structural components, to identify signs of substantial structural deterioration and determine whether a Phase Two inspection is required.

Detailed evaluation of areas exhibiting signs of substantial structural deterioration identified during Phase One, including destructive or nondestructive testing and additional investigation as determined necessary by the Professional Engineer.

A Clear Process from Inspection Notice to Final Structural Report
Step 1
Records & Requirements Review
We review available building information, applicable jurisdictional requirements, inspection notices, prior reports, and relevant deadlines to establish the appropriate scope of the inspection.
Step 2
Phase One Field Inspection
A licensed Professional Engineer performs a visual examination of the building’s structural components and accessible areas, documenting observed conditions, deterioration, and signs of structural distress that may require further evaluation.
Step 3
Findings & Phase Two Determination
Based on the Phase One findings, we determine whether a Phase Two inspection is required and identify the areas, conditions, and additional investigation or testing necessary to complete the structural evaluation.
Step 4
Signed & Sealed Structural Report
We prepare a signed and sealed structural inspection report documenting the inspection, findings, conclusions, and applicable repair recommendations. The completed report is provided to the association and, as required, submitted to the applicable AHJ (authority having jurisdiction).

Which buildings require a milestone inspection?
Under Florida law, condominium and cooperative buildings that are three or more habitable stories generally require an initial milestone inspection when the building reaches 30 years of age and every 10 years thereafter. Is a milestone inspection the same as building recertification?
No. Florida's milestone inspection requirements and local building recertification programs are separate regulatory requirements, although both may apply to the same building. Miami-Dade and Broward maintain building safety inspection/recertification requirements that may include structural and electrical components. When both programs apply, M&P can coordinate the applicable structural inspection requirements to help minimize unnecessary duplication of engineering efforts.
What happens if a Phase Two milestone inspection is required?
If the Phase One inspection identifies signs of substantial structural deterioration, a Phase Two inspection is performed to further evaluate the affected areas and determine whether the building is structurally sound and safe for its intended use. The investigation may include destructive or nondestructive testing, concrete sounding, material evaluation, reinforcement assessment, or other investigative methods considered necessary by the Professional Engineer. The findings are documented in a signed and sealed structural inspection report.
How long does the milestone inspection process take?
The timeframe depends on the size and complexity of the building, accessibility of structural components, availability of building records, observed conditions, and whether additional investigation or Phase Two testing is required. M&P coordinates the inspection and reporting process with the association to address applicable regulatory deadlines and project requirements.
