Under Fla. Stat. 553.899, condo and co-op buildings three habitable stories or taller within three miles of the coastline are due for their first milestone inspection at 25 years. Sunny Isles Beach's towers, many 30, 40, and 50-plus stories tall, are as coastal as buildings get in Florida, so the 25-year clock applies to essentially the entire corridor.

What Phase 1 Covers on a High-Rise
Tall coastal towers carry inspection challenges lower buildings don't: extensive balcony and railing systems, curtain wall and cladding attachments, and parking structures that can run multiple levels below or above grade. Phase 1 covers all of it visually, looking for substantial structural deterioration.
When Phase 2 Testing Is Needed
If Phase 1 turns up substantial structural deterioration, Phase 2 follows with closer, more targeted testing and documented repair recommendations, scaled to the building's height and complexity.
